i have a friend who has at&t and she has a horrible phone and has had horrible customer care experiance and she wants to cancel a ny advice for her?

Have her call Customer Care and tell them she wants to cancel...

she told htem but then she ahs to pay the etf and she wants out of it.

Well if she terminates the contract early you do get charged the early termination fee. Does she have any reason of wanting out other than a bad experience and having a bad phone? Usually there is a way to get a new phone pretty easy. 30 day guarantee, warranty, insurance, upgrade, exception upgrade, any of the above.

well she drops call ALL the time. thats the way it is in our area. and theyve refused to give her a different phone. she even offered to resign a contract for 32 months and they wouldt even send her another phone same model

If it's less than a year old it's under warranty pending liquid and physical damage. If it's more than a year than she should have realized a long ago that it wasn't going to work. Anyway, she needs to call. She has a half a dozen options on what to do.

theyve exchanged it a couple of times and they wont do it again and its not water damaged

They'll do it again for a different model now. As long as it's under a year.
