There is no requirement for carriers to prorate ETFs. Not that I am aware of anyways. It is up to the carrier. Usually, when one carrier changes, the others follow suit. Cingular used to prorate ETFs. When they changed their name to AT&T, they instituted $175 flat ETFs. In October 2007, they announced that they would be going back to prorated ETFs, but it has not taken effect yet.
