When text messaging, you are charged incoming and outgoing... correct? Do you STILL get charged if you get the 2.99/100 txtmsg plan?

Yes. No, you don't get charged unless you go over teh 100 msgs.
If you are being charged and shouldn't be, you may have both the pay per use and the 2.99 feature on..call customer service to get the extra one taken off and apropriate credits applied.
