that's mostly in upper management on the landline side. in some areas managers are 2:1 to employees. more people will get hired in mobility.

I recall specific mention of cell tower equipment going up in cost as a factor for the layoff, which is in reference to the mobile side.

Most of the cuts will come in upper management and on the landline side (which ATT is struggling with). Mobility will be hiring more, which ATT is stating will offset the layoffs.
