Both have AT&T but different phones different signal
Just went on vacation with a friend in a "partnership" service area. We both have AT&T as our service provider. My Razr V3xx had strong signals and had no signal problems, however my friend's Samsung SLM clamshell phone was not able to get a signal at all to make or receive calls in this area. We both have AT&T shouldn't we both be gettting the same signals? If phones do behave differently how do I assure that the next phone I get will be able to be used in partnered areas? I'm considering the new 3G iphone if it's hearing aid compatible and if it is how will I know this phone or any future phone will work as well as my Razr when roaming?

When your friend gets home, he will need to call customer care and be sure that all of the current updates have been sent to his phone. He will need to call from a different phone, as care will probably need him to power cycle it to load anything. Samsung phones are decent phones (not grreat, but decent) but their programmng MUST be kept up to date. He needs to be sure that he power cycles his phone at least 3 times a week to load any programming updates from the system. Two other possibilities are that he may need a new SIM card or just plain has a defective phone. If he needs a new SIM, he will need to go by a store and pick one up. If the phone is defective, he will need to get hold of Exchange by Mail (XBM) to send send him a replacement...

Your turn your computer off every night? You should be charging it with it off anyway. I don't see why so many people fret over something that takes literally less than a minute.

Unless your friend with the SLM has prepaid service, I do not see a reason why there was a huge difference in reception. Besides the aformentioned defective handset, or an issue of a 2g SIM card in a 3G phone.
If that is the case, at&t's pre-paid service does not have the same coverage area. Meaning the roaming coverage with a post paid billed account, does not occur with prepaid.
