Generally it's a fairly simple matter for a GPS receiver to plot your speed. From my experience they're not necessarily accurate to the second, since some (particularly handhelds) only update every five seconds or so.
No one really knows at this point how the iPhone 3G is going to implement it though.

Well, the speedometer on the boat will give you water speed. The GPS will give you absolute speed. If you're in a boat drifting down river, your speedometer will show speed zero (barring any equipment error) because the boat is moving the same speed as a the water. The GPS receiver, however, will show your speed as the speed of the current, more or less.
It's also handy for aircraft, because dead-reckoning navigation with headwinds, crosswinds, and tailwinds makes things oh so interesting.
