The fine print with the laptop connect and tethering plans also limit the data to 5 gigs a month. Basically, these plans are meant to bridge the gap in WiFi coverage, not to be used as a primary Internet connection because your home does not get DSL or cable.
A few people maintaining a steady data stream is not an issue. Thousands of people walking around maintaining a steady data stream would most likely degrade overall service.
AT&T needs to be consistant with this now, before it becomes the norm instead of an exception.

i wasn't talking about a shared loop like cable vs. dsl direct connection. but over all, p2p and bit torrent traffic account for about 5-10% of internet usage and that's only from about 5-10% of people using the internet.
