IT depends what you are looking to accomplish. If you are just visiting you would want to take a quadband GSM phone and sign up for a prepaid service. If you are a long term resident they do offer a subsidized contract system just like the US in many countries. You will probably find rates and phone selection much more competitive in the EU than in the US.
