No but to supplement rural coverage ATT is implementing TOCs (Towers on Cows) 🤤

GSM carriers can and do deploy COWs- but it's a much bigger deal for them to do so and it takes more planning. With a time-division based transmit scheme, the only way to make room for a COW on the network to add more capacity is to completely reconfigure every surrounding tower on a short-term basis so that the packet/timestamp data doesn't overlap between subscribers trying to use the same time-chunk. Then when the COW is called home, they have to completely restructure the time-divisions among the remaining towers to get things back to normal.

CDMA COWs still have to have the surrounding network fine-tuned a bit to avoid saturation and other conflicts, but because time-slots aren't ever, ever reserved to a particular tower or frequen...
