you can add a line to any plan 39.99 and higher, it's just that the 69.99 rate is the base for adding the additional line at the 9.99 rate rather than 19.99

they do allow you have family plans below $69.99, its just the extra lines are $19.99 each extra line, they are $9.99 on plans $69.99 and higher, so they are trying not to cause confusion or misunderstanding like "iwas told thses line were $9.99 on my $49.99 plan, so you gotta fix that now!!! 🙄 🙄 🙄
