I've always wondered...it is possible that customers are charge more minutes that they actually used?
I mean, a lot of customer call to complaint that hey did not use the amount of minutes they get in their bills.

somebody regulates the minutes? somebody or somehow minutes can be put in the customer accounts and then charge for them and they never used them?

just a question 🙄

Not possible in any fashion. Minute usage is tabulated by a cold, impersonal and unfeeling billing system. There are no meatbags involved in the process.
