how to unlock quad phone in Iraq?

Or he can get the phone unlocked and buy the pre-paid SIM card (aka pp). This would get him the cheap calling back to the US. Since he going to be there for "X" amount of time, this is the most cost effective. I have a good buddy in Iraq and he uses a satellite phone. Not too sure on the cost of those....
Depending on what phone he has and how long ago he purchased it, his phone might be unlocked already.
