Is it possible to send a text message from Cingular phone to anywhere in the world with gsm network? or Cingular only allows certain countries ? ☹️

Well it should be working I used to be with ATT non-GSM and was working... I have been trying to send msgs to the same person from Cingular and they get nothing. I can receive but no send ...another fine feature of Cingular ... 😡
