E-mail in blue centers?

Has anyone else had their e-mail taken away? In my centers on supervisors are allowed to send e-mail now. I had to get 3 billing tickets filed this week and my RES desk couldn't do it because the bright people at corporate took it away. Has this happened to anyone else?

Surprisingly enough e-mail was up and running by the time I got to work yesterday. They just keep making it harder and harder to do our jobs.
