Depending on how your email account is setup:
incoming = POP3
outgoing = SMTP
Call whomever hosts your email and ask them if there is a problem with the POP3 server.
If you use Outlook or an Email handler similar to that (Eudora), you might have entered the
settings incorrectly:
incoming mail server example:
pop3.phonescoop.com (or whatever)

Outlook in Office 2000, XP, or 2003? In the later vers it has a 'Test Account Settings' button after you put in your info so you can verify connection before exiting...
Check with Comcast, they should have a FAQ on using separate email handlers vs web-based and they should give you the proper inc & out server info...

You said it doesn't want to connect to your SMTP? It must be connecting if you can send email. SMTP is your outgoing server. Now you must make sure you have your settings correctly, i.e. I use Alltel, and my settings for incoming and outgoing are the same - it is mail.alltel.net
Not all providers are the same though.
