If I buy a Quad Band Cingular phone can I just put in a sim card from overseas and have my phone work or do I have to get it unlocked or something?

If you want to use someone else's SIM, you need to unlock it. If this is important to you, you should buy an unlocked version. OTOH, with a quad band phone, you can roam with Cingular to just about anywhere (Japan being the biggest exception).

you have to get it unlocked. and you can't just buy any quad phone. you need to make sure it's with your current provider and that they will unlock it for you.

Not sure that is true. I lived in London, england last year and I brought my SE t616 over and put in a virgin mobile pay as you go SIM. Worked perfectly. Only problem was i couldn't get any data access. probably could have figured it out if i cared. oh well

To use anything other than a cingular SIM you will need to get it unlocked.
