Does a phones OS have any factor on the phones reception?

OS on cingy phones does it matter which one you have to determine signal quality?

No, the only that determines signal strength is proximity to towers and the ability of the phone to locate and hold a signal (RF).
Some phones are worse than others in the area of RF performance.
This is partly due to the mass manufacturing aspect and cost of materials used.
Believe it or not, free phones are free for a reason and 7 times out of 10, they are the worst in terms of RF quality...
However, even on high end phones, performance is sometimes still an issue, that comes down to the fact that phones are manufactured in en masse and QC can take a slight nose dive when trying to check 1,000+ phones per day...a bad one is bound to sneak thru...
