does it have to be a vxxx moto or bluetooth? if not check on ebay for the nokia 3300 music phone. a while back i seen it new for $50 total and used even lower. i don't know exactly what your looking for so in features so i can't explain more unless you do

Try Ebay, but I doubt you will get a V400 for 30. The only phone you can get from ebay for that price is the crappy Nokia 3595.
