Basic question on travelling to Europe

My Dad (a non-techie) is travelling to Germany on Monday. He has a Nokia 6800 dual-band phone (850, 1900 Mhz). Can someone please let me know if his phone will work on another carrier in Germany, and what kind of service upgrade he would need to do to his account? He still has an old AT&T calling plan, which he wants to keep because it is cheap.

it won't work anywhere other than America and a few US terriroties

Yeah, it wont work in Europe, but the best thing to do is go on eBay to get a phone that has 1800 and 900 mHz. But since he is leaving Monday, the only option is probably going to a mall and getting an "UNLOCKED" Tri- or Quad-band phone...some authorized dealers are able to sell it at regular retail price without attaching it to an account as an upgrade or new service line.

Worse case scenario, he can probably buy a dirt cheap GSM phone over in Germany and just throw his SIM card in it, since Europe has been using GSM for ~12 years or so.
