As an indirect dealer we can't let customers pay they bills in our store when it is suspended for non-payment, we have to waste theirs and our time getting them on the phone with customer care. There seems to be no merrit to this policy.

Nope, sorry. Thought you meant CC or checks. For my customers I will personally offer to pay their bill with my CC if they have cash but that is very rare.
