Upgrade every Year with high enough rate plan?????

Is this true? I was just told by someone that with a high enough rate plan you could upgrade every year. IS THIS TRUE?
What qualifys as a high enough Rate plan?

It all comes down to profitability right?

Not exactly true because the formula looks at everything ... M2M usage, N&W usage, Off-Net usage, data usage ...

before, it was if your plan was $75 or higher

now, there are some profitability things involved
