Another ? For The Cingular Folk!

I was just wondering if I could sign up for the 39.99 or 29.99 data plan and still get HSDPA speeds or is that only for unlimited data customers? Dont really need unlimited b/c I have a connection at home but will need it for light web browsing at school and work.
