NEW YORK — Robert McDowell, the third Republican on the Federal Communications Commission's five-member panel, said Monday that he will not vote on AT&T's (T) $80 billion purchase of BellSouth (BLS).
His decision leaves intact a deadlock between the two Democrats who want to impose several conditions on the deal, and the other two Republicans, including Chairman Kevin Martin, who favor no conditions.
McDowell, who joined the FCC in June, initially abstained from participating in the AT&T-BellSouth case because he used to lobby for CompTel, a trade group that represents small carriers that oppose the deal.
