Upgrade/Renew with Cingular as existing cust. Deals/rebates?
When I was with verizon, they offered the new every two plans where you get $100 additional off a phone vs what a new customer would get.
I'm out of contract with Cingular. From what I can tell, returning customers like myself are offered the same "deals" as new customers. Do they, or will they, offer any incentive to stay?

That is the incentive. This has been covered time and time again. After offering better deals for new customers, existing complained, So then existing got better deals, and new customers complained. So to make it as even as possible and try to satisfy as many people as they could, they made it an even playing field for everybody. Like it or not, it is the fairest way to deal with it overall.
