roaming agreement in San Luis Obispo County, CA

Is there anyone who has any information on Tmobile's recent roaming agreement with Cellular One SLO , CA and their 850mhz sites ( Cellular One of San Luis Obispo, CA ) ? Would like to know when it will go live and what kind of improvement will be seen in San Luis Obispo County as a result of this roaming agreement ?

I could've sworn T-Mo bought a TON of Cingy's 1900MHz towers in Cali, Nevada, and a little of NYC because of the purchase??? I thought that was the reason, Cingy will roam on T-Mo in those areas until they build-up *repair* ATTs old 850s...
