If I am not mistaken, California already has EDGE launched. People are saying that its active already. I think this is because T-Mobile purhased Cingular's towers which already had EDGE working. Now, T-Mobile owns the California towers instead of renting them from Cingular.

I don't think they felt it was a huge priority for them in terms of generating new customers vs. the amount of money spent to make it happen. Now that they have hit their critical mass in terms of subscriber base, they have more financial stability to start pursuing some of these advanced features.
