Depends on what its about. I assume you understand he has important things to do and he is really busy. If its a complaint its better handled by calling and speaking to a MGR instead. In fact most things are probably better handled with out involving him. If you don't mind me asking what's the reason your friend wants to talk to him?

Complaining to the CEO isn't going to work. If you have a problem with customer service call in and complain to a mgr. Mgr's have a direct contact to the account. He will and i promise you get the MOST attention from the mgrs. Above all if you go to the CEO as much as i'm sure he's a nice guy he has much more important things to do than to do what a regular mgr can do. And you think he will do what? I don't know why every thinks that if they talk to the CEO of a company they will get free stuff or treated differently. Hes got more pressing matters like running the company. He can't be bothered by your friend because they went over on their minutes and don't want to pay for it.

Hahaha, the CEO won't ever be able to help you with a billing issue. Do you have any idea of how busy he is? How many more pressing matters he has to attend to?
BTW, this goes for any company. Unless it is a SMALl local company or something like that, the only way you're going to have direct contact with the CEO is if you are one of the company's largest clients.
And I seriously doubt your friend is one of T-Mobile's largest clients...
