might be a dumb question, but please answer...
I went to my friend's apartment the other day and thought I wouldn't get any reception (since it's in a strange dead spot). Instead, my phone (SE TM506) got full reception and said "EMERGENCY CALLS ONLY".
Of course, I'm assuming that means I can call 911 if I need to, which is nice. But can I also call/text any number if I need to? Would it just cost me extra? And if so, how much extra? Or would the call just not work?

It means your are connected to a tower with which we do not have a roaming agreement on. But you can make 911 calls off ANY tower.
You can not text/call any other numbers.
