I've been told conflicting things about this - I was told before that they will waive the activation fee for active military personnel- but then I was later told that this is only if the phone is sold and activated on or near a military base. Maybe someone else will know something more specific about this . . .

I just left T-Mo for a variety of reasons. So there are a lot of other things I would consider before getting T-Mo. But yes at many bases you can get a phone activated and have the fee waived but as far as a monthly discount for military people no that does not happen.
Consider the amount of traveling you will be doing and the coverage that you need. T-Mo usually isn't the best. Also consider what plan most of the other people you will be calling have. If your family and friends back home all have Verizon for instance, it would be cheaper for you to go with them since the time you spend talking to them wouldn't count against you.
I would carefully weigh my options before signing with T-mo just to save 20 bucks

T-Mobile may not have service everywhere, but they are a good company with service in lots of places. You can look at a detailed map at compass.t-mobile.com to see how the coverage will be in your area. Also, if he is concerned about a discount, maybe he is on a tight budget and needs to save the $20, and would like more minutes than other plans offer.
Yes, if you mostly call people who are on 1 company's network the mobile 2 mobile does come in handy, but T-Mobile offers M2M also.

no
but T-Mobile starts to build towers inside military installation to provide on-post reception
and, the price on plan and options are affordable enough
