How does T-mobile determine which plans are available?

I notice that some plans are only available in certain areas, for example the 1000 minutes, unlimited nights and weekends for $39.99 is available on the west coast but not the east coast. My question is how exactly do they determine whether you can have the plan.

1. Billing address?
2. Where you buy it (in person) or have it shipped to (online)
3. Phone number you're given, or old number you port

I live in NYC and my billing address is in NYC however i have a beverly hills area code number (310) and i was able to get the 1,000 anytime unl n/w for 39.99

the only reason i was able to get it though is because i did my rate plan change on mytmobile.com and i think mytmobile.com bases its information of your location off your mobile number so thats why it showed the PROMO BEST VALUE plan available to me because of my 310 area code, it assumed or considered me to be a west coast customer so i REALLY lucked out.

my phone/account was purchased online with amazon with my regular NYC billing address, i jsut requested a CA # once my account was activated.

i called CS and asked them why that plan was only available there, and they told ...

So it's all by area code? I suppose porting an east coast line wouldn't work?

well, mytmobile.com based my available rate plan changes on my mobile number so yeah.

i'm sure if i called in and did it, for whatever reason i'm sure the system wouldnt of let customer service change it because it would of seen that billing zip code, or maybe it doesnt matter reguardless i'm not sure. i just know i never had a cali billing zip its always been new york, i just have a cali number. maybe if you change to a cali number, get the promo plan, and then change back to a east coast number that will work.

weren't you on 213 before? or was that another guy... the 310 is big, well relativly... it reachs from malibu to san pedro.

yeah i was on *323* before but i had wayyy too many people calling me thinking who ever USE to have that number still had it. so i got a 310 beverly hills.

oh really? yeah...i have not had any issues with this new number, not yet anyways. and its a number i like so i hope nothing happens lol.
