International roaming
I was reading about international roaming, and to my understanding, you get charged the international roaming rate no matter whether you are calling someone in the same country you are in, someone in the US, or someone in another country, correct?
Also, I read that you get charged for calls that go to voicemail. (I do not understand this), but what if I forward all calls directly to voicemail on my phone, will I still get charged for calls that go to voicemail? Thanks.

For both of your questions, the answer is yes. The only way NOT to be charged is to turn your cell completely off.

Well, yes either if you leave your cell phone turned off, or if you have your calls unconditionally forwarded to another number. What happens if you have your phone turned off, but have to turn it on and someone has called and left you a message? That message will be delivered once the phone is turned on, so you may as well not even take it if you're going to leave it turned off. (If you're concerned about call delivery charges) Or, just answer the phone, I know it sounds backwards, but it's cheaper.
It's called a call delivery charge. Basically, when someone calls you, that is one leg going to your phone roaming on a foreign network, for your phone to forward you call to voice mail, that is the leg of the call going back to the voicema...

I agree it might be cheaper to just answer the phone!
This is CRAZY! T-Mobile should spell this out more clearly in their terms and on their website so we don't get "double whacked" to deliver a call so we can send it to voicemail.
