If you mean in California and Nevada yes. cingular sold the infrastructure to T-Mobile. They do have an agreement in the sale that cingular will be able to use their legacy network for three years while they transition people to the old AT&T Wireless "blue" network. If you mean something else you're going to have to be a bit more specific on what you mean.

I heard they were working on roaming agreements with Cingular, anyone know anything more about this?
