When will T-Mobile's new promos begin?

I am curious about T-Mobile's new promo plans: the 1500 whenever for 39.99 and the 1500 n/w for 49.99

When will T-Mobile make these plans available? I would like to get the 39.99 1500 Whenever Minutes plan before Nov 2 so that I can start using the plan in Novemeber instead of having to wait till December.

I saw the ad for the plan on T-Mobile's home page, and I called T-Mobile at once and switched to that plan. I had to extend my contract, but I don't care. I am going to use T-Mobile indefinantly anyways. My new plan starts on Nov 2nd!!!
