Can someone please explain the proxy on T-mobile

To connect using an application on T-Mobile, weather it be Opera, MGmaps, Netfront or whatever, you can't get that application to talk on the Internet until you explicitely specify the proxy server address (216.155.165.50:8080) within that application. But in the configuration of the access point in the phone, you can put in the proxy server address. Why doesn't every application on the phone just try to use that proxy server? Some applications don't have an option to put in a proxy server address, so they are useless. Or is there a proxy client that you can download for Series 60/Symbian that will allow you to have any application to use a proxy? My phone is a Nokia 6620.
