Well, there are kid-friendly PLANS, aka KidConnect. As for phones, you could always get just a basic Nokia 6030.

Yep, kidConnet is better for most kids, I think because they can actually get a cool phone. If you want to limit the people they call, most GSM phones have a feature called "Fixed number dialing" where you can specify what numbers the phone can call.
