anyone have information on the process that carriers go through after signing roaming agreements with other carriers and the length of time it takes for the roaming to take effect for the customers?

depends. I don't know with GSM which Tmobile is how they do it. CDMA has to send an update to your phone called a PRL (preferred roaming list) I believe GSM does the same to your sim card. They come out with a new list after signing new roaming partners.

I believe GSM is automatic with the connection..many CDMA Carriers require the PRL update to be done manually. (Sprint does it if the phone notices issues and you call *2 and its like "we need to update your phone". VZW doesn't seem to do that kind of monitoring so you just do *228 once a month to update..at least that's what their fliers say.)

GSM connects and will update the data upon connect, if it needs to update the sim at all...from all I know its an automatic process. Can be done on the sim...or controlled by the servers themselves..

Yes, the PLMN on a GSM cell phone can be updated as required and is stored on the SIM card.I believe either the phone can request an update or the network can push an update.

No, they control it via the network. Once new roaming is allowed, your phone will be able to use it.

Roaming agreements seem to change all the time. It's hard to tell.
Check http://compass.t-mobile.com if you know the city or area where your wondering about roaming. This map is updated all the time with new towers and new roaming. Once it's on there, it's a pretty good bet it's active.

The only thing I see here would be one small bit of info. From what I've seen, T-Mobile has a nice roaming network yet they still seem to charge for roaming. (They would be the only national carrier to charge roaming fees.)

"It costs $0.49 per minute plus applicable long-distance charges" (t-mobile.com)

Ummmmm, that would only be on a regional plan (3000 whenever, no nts/wks), or if you go to Canada. MOST of the plans are national plans and do not charge for roaming. 🙄

For domestic calling in the USA T-Mobile charges *no* roaming fees whatsoever on national plans (which is what the majority of plans are.) The only plans that do not include roaming are regional plans. T-Mobile charges roaming fees outside of the USA as does every other carrier. Where you got your erroneous information is a mystery.
