In the early 1990s, the company — then named Fleetcall — was busy stringing together specialized mobile radio licenses with the hope of maturing from a provider of fleet radio dispatch services into a carrier focused on work group communications. By 1994, it was in the initial phases of installing a pre-iDEN digital packet network, making it the first wireless carrier to move toward packet.
