But her contract with Cingular does not end until May 15th. Would Alltel buy out the remainder of the contract so she could join now? And then I would like to giv e her my V710 and take the new PPC-6700.

No but is she porting her number? If not then she could just have dual phones until the contract is up. No carrier will buy out contracts unfortunately. would be neat if they would though to get the business.

noone will buy out other companies contracts. she can wait until may, or pay her ETF. if it's a cingular contract (not a at&t) the etf would be prorated, so it may not be that much at this point.
