ZTE bribery scandal disclosed in Mongolia，many officials involved
On March 23th , Mongolia media(Fact.mn) reported that several Mongolian officials were likely been involved in bribery cases of ZTE recently .
In the published list of taken bribery from ZTE which is started from Old Minister of Education Mr.Otgonbayar.Yo. Because when Otgonbayar.Yo was the Minister of Education, he visited the Haier Beijing central office and said “take back the complaint from court, let’s cooperate on 40 Mil USD”.
As second, the Director of Cabinet of Government Saikhanbileg.Ch is listed. He faced ZTE when he was Director of ICTPA. There are high chances that he supported ZTE to win the big projects.
Third, President of Mongolian Youth Federation Munkhbat.A, who got order from his bosses to support ZTE, and got position of “Director of ICTPA”. He probably knows all the roguery in advance.
Fourth is the old Director of State Secretary of Ministry of Education Dalaijargal.D. The parliament member of Mongolia Otgonbayar.Yo together with him was built the Assessment Committee of 40 Mill USD project. They’ve found every way to let ZTE won the tender including letting Baterdene.D join the assessment committee. When the debate raised, the representative of ZTE Narantungalaga together with Ao Yun Hang visited to Haier office and gave pressure on Haier to let them take back the complaint from court of Mongolia.
On April 11th , Mongolian Anti-corruption Agency had announced that Gansukh.Ch Director of Inspection Dept. of General Tax Agency of Mongolia and his family members and Enkhbat and Byambasuren from General Tax Agency were in under investigation. They found that 16 billion MNT from his son’s bank account. And we already found 1 Million USD and 1 billion and 200 Million MNT from his father’s bank account. Another son’s account of Gansukh.Ch bank was also rolled 1 Million USD when he stayed in USA. Also unregistered incomes were found in Enkhbat’s account on which he refused to give an explanation. In this ZTE issues are connected. In latest, Director of Investigation Department of Anti-Corruption Agency of Mongolia has said “We’re investigating on ZTE and Gansukh.Ch nowadays, because Gansukh.Ch was previously checking on ZTE Tax issues”. “because of ZTE, we’re also investigating the previous Ministry of Education on some tender issues, including old Minister of Education and the old directors of departments.’’
ZTE is not only the money problem, their products are also not good enough and have a conflict to National Security. Indonesia has announced ZTE products have some dangerous chips which can eavesdrop on the device.
On June 6th, Mongolia media( medee.mn) reported that General police department has arrested O.Erdenesolongo, wife of “Parliament member of Mongolia, The old Ministry of Education Mr.Otgonbayar” because a case of washing money, escaping tax and might have constituted a crime. Erdenesolongo.O bank’s account has 323 Million USD; 13.9 Billion MNT was located in her “Zoos” “Golomt” “TDB” bank accounts and put her in to a 461 Prison. So police department has been complaint on Otgonbayar.Yo and O.Erdenesolongo by according to criminal law. Police department has also arrested 2 suspects which can be their partners.
