"The service depends on the area your in", from AT&T reps, you'll get this. I've NEVER seen 3G speeds or anywhere close in the greater Seattle area. They refuse to file a Network Ticket!
Have a Tilt? Try this. Browse to a site that has streaming video using AT&T's service. Then turn off the phone radio, and try this via WiFi. Unless your WiFi is slow as dialup, you will notice a huge difference (e.g. little to no chopping). FYI, I'm on a PDA plan. Well over 10 sites that steam videos, all the same. It's not the WEB, its AT&T that is slow!

Odd... I get HSDPA on my Tilt here in Seattle. No problems at all. In fact the connectivity was recently upgraded, which seems to have boosted the speed as well.
Wifi is a little faster, but not much. It's such an insignificant difference that I don't bother using wifi to save the battery.
Maybe you have a defective unit?

I've had good hspda connections in Seattle, but I was only in the core downtown area and up on the hill.
I know from previous experience that even vzw has issues with coverage and it can be very spotty even near their corp offices.
I had to use Sprint's network most of the time when I was on vzw.
So, I wouldn't be a bit surprised if 3g was dicey up there.

My experience mirrored yours until about January of this year.
AT&T did something around the start of this year, though, that has dramatically expanded the amount of HSDPA coverage I get. My phone indicates HSDPA all throughout Seattle and Bellevue now, as well as the entire I-90 corridor and all the way out to Issaquah and Sammamish. I don't roam up and down I-405 much, but I suspect it has been improved there as well.
Dunno what they changed, but whatever it was it's nice.

no service provider can 100% guaranty their network service there are things can can happen out of their control also how the terrain in your area is also plays a huge part in reception and connection speeds. given the market you are in it sounds like you have a phone issue.
