I assume that this will roam on either Sprint or Verizons network even if you are on the other.

If I go overseas with it, am I able to use a carriers sim card from over there or do I have to use Verizons/Sprints overseas access (and subsequently pay an arm and a leg for it)?

if you are with Verizon and have the phone on your account, all you need to do is contact global support (should be card in the box) and ask them for the sim unlock codes. You should get it no issue. The phone has to be ACTIVE on your account though.
