I was told by people in other forums that all world phones are come unlocked by Cingular. I actually called Cingular customer service ( 1-800-Cingular) and confirmed that.

That's why your v400 is unlocked. As a long time Cingular customer, I am certainly hope that they will offer the v600 soon. When they do, I definitely would like to get one. More importantly, it will be an unlocked phone so that I can use the phone with a local SIM card when I travel in Europe and Asia.
