This is a page that WILL be released, but was not yet. It is a "waiting" page until the promotion starts. Because it isn't part of the "proper" AT&T page, you shouldn't try to take advantage of that offer until it becomes official. Remember, there is a reason why the page is inaccessible from the normal menu options.
