You can buy it at retail cost, but it won't accept your Cingular SIM card. That is why people have been buying the unlocked version from Plemix.com. Give it a few months though, Cingular is supposed to have it before the end of the year. And of course once the merger goes through, its all the same anyway. But to answer your question, since Best Buy will charge you the full retail price anyway, you may as well get it unlocked from Plemix.com.
