can i buy phone from att and cancel it to have it work for cingular?

I have cingular gsm service. can i buy the v600 from the att internet store, cancel the plan, and keep the phone so i can use it for cingular? Im not worried about unlocking the phone, i have that covered, just the logistics/fees assoicated.
