does this have voice recognization ?

Yes, the 9900 has voice recognition. Just press the green SEND key (marked VAD) for about four seconds and you will hear a voice saying "Name Please". Then you just say the name that you've assigned to whichever phone number and it is dialed automatically.

VAD means Voice Assisted Dialing.
