why is it when the phone is opened the ringer is so low but when its closed it becomes the normal tone of ringer you selected..why?? how can you change that?

you cant change it, its a built in feature by LG, designed so that if the phone is open (you probably are close to it, or it is up to your ear) it is a safety feature as to not blow your eardrums.
