Wallpaper editing

Is there any free .jpg or .gif editing software that is available where I can edit wallpapers so that they fit my phone (for a Windows 98 PC)? I have found some cool files that are either too big or too small for one or both of the phone's screens. I would like to be able to crop an image in order to reduce the file size, but I don't want to have to buy new software if possible.

Ok, I have concluded that the ideal resolutions for image files for display as wallpapers on the phone are as follows:

Main LCD: 176 x 184
Front LCD: 96 x 80

Please correct me if I'm wrong, but I have tried this out on my phone and it works perfectly.
