Today's flash memory devices are indeed hot swappable, meaning they can be inserted & removed from your PC without having to power down/up. Before doing this you MUST stop the socket service to that device. You do this by clicking on the icon in your task bar & specifying that that device be stopped, at which time you get a message that it's safe to remove the card.
