What is becoming clear right now is that Verizon is releasing 8700_01.40.OR to some stores and the rest of them don't have a clue about what is going on.
If you don't want to risk frying the phone, you can probably find a store willing to do it if you give them the SHX file. You have seen various posts from techs right here, asking for the file for their customers.

If they fry the phone, they will replace it. The challenge is convincing most stores that the *OR version is VZW software, because they are so tight-lipped about the release.
The local tech said that the flash is actually floating around on the corporate intranet somewhere, just waiting to be officially released. However, it is still very much a 'testing' release it seems.
